What brand is that 500W PSU. If it's a generic brand that is probably it.

I looked up this board (Infinity 975X/G) at DFI Global and it has only 1 IDE bus. The other one that looks like and IDE is a FDD bus. I think they expect you to use SATA HDDs on this board which will leave the IDE bus open for your peripherals. An IDE cable will not fit on the FDD bus.
As far as the quad core goes...I don't know...If it is the Infinity 975x/G board that I am looking at it says that it is quad ready. I wonder if flashing to a newer BIOS will help?
Also I believe this uses Award BIOS. Here is a beep code table, maybe it will help determine your problem.

Award BIOS Beep Codes
Award BIOS uses beeps of varying duration. A long beep will typically last for 2 seconds while a short beep will last only 1 second. Award BIOS also uses beeps of different frequency to indicate critical errors. If an Award BIOS detects that the CPU is overheating it may play a high pitched repeating beep while the computer is running.
------------------------------------------------------------------------------------------------------------------------------------------------------------
BEEP CODE - MEANING - POSSIBLE CAUSE
1 Long, 2 Short - Video adapter failure - Bad video adapter
Repeating (Endless loop) - Memory error - Bad memory or bad connection
1 Long, 3 Short - Video adapter failure - Bad video adapter or memory
High freq. beeps (while running) - CPU is overheating - CPU fan failure
Repeating High, Low beeps - CPU failure - Bad processor

The manual states:
POST Beep
There are two kinds of beep codes in the BIOS. One code indicates
that a video error has occured and the BIOS cannot initialize the
video screen to display any additional information. This beep code
consists of a single long beep followed by three short beeps. The
other code indicates that a DRAM error has occured. This beep
code consists of a single long beep.

You need to check that the graphics card and the RAM are installed firmly and correctly.

yeh i thought that was a bit strange, so what motherboard do u guys reckomend i use i have 2 ide drives and 2 cdrom drives to go init and my quad core with 2gb 1066mhz of pc8500 ddr2 ram?? shame i dont have any sata ddrives do u reckon this would be the cause of this not working?

Most boards today only have 1 IDE bus. Due to the popularity of the SATA 2 HDDs there is not much need for 2 IDEs anymore. I do not know what other boards still have 2 IDe buses except for the one I use (Asus p5w dh deluxe). I am sure there are other ones out there but they are becoming rare.
No I do not think it is your problem, unless maybe you are trying to boot from CDROM with no CDROM installed to boot from. Does one of your HDDs have an OS on it? Is your BIOS set to boot from CD? Is the CDROM connected to the mobo through the IDE channel? Is it set for master or slave? Can you even get to the BIOS?
Maybe try making the CD the master and one of the HDDs the slave and try booting. Check your BIOS and see what is the primary boot device.
But honestly I think, judging by the beep codes, that your problem lies either in the RAM or the video card installation. As one other guy said in a post above, check to make sure these two things are installed securely and seated properly.

I'll bet it's memory, my board is a 975 and is VERY picky about its memory. I had to swap around 8 different sticks two at a time before I found 4 that would all play nicely together. (800 Mhz stock memory that is)
I think 975x was only supposed to run 533 and 667.
