XP locked or not?

I heard someone say that you can LOWER the multiplier if its not unlocked, Is this true as if it is then why unlock it!!!

I would be interested to hear from some1 that has purchased one from them. I mean, if it was your cpu shop wouldn't you test the ones you'd unlocked, and cherry pick for yourself and friends? Almost seems like you'd be better off with potluck?
