Anyway To Limit Bandwidth To Networked Comps?

Was just curious if there is anyway I can limit the bandwidth to a comp that is hooked up to my router. My sister's friend is constantly raping my connection. Is there anything I can do to limit their bandwidth? Im using a netgear router if that matters.

Not sure on Netgear but on my linksys on the wired ports you can give devices priority
