I added another case fan and my +12v dropped to 11.89v and my +5v dropped to 4.79v. Do you think its time for me to scrap this 250watt psu and get a 350watt psu or is this still OK?????

Yup, if your stable though then u could prolong its life a bit more....!
My 400Watt never goes lower than 4.89 (av 5) wif max vcore/mem 10high current fans.....
12V is way high!!!!!
Without all the fans the 5v line was lower!!!!! The more I put on then the psu automatically gives out more power!!! Temp contolled fan as well.....

If you have the room in the case, I'd get a new one just for the mobo, and such, keep the other for aux fabs, etc..
I remember a story about it here (http://www.overclockers.com/tips737/)
I had a 2nd p/s once and it worked out great. (for extra fans) Very simple to hook up. The only problem for me was my case was to small, so I had to mount it on top. Looked like crap!
A 350 watt supply is definately in your future.

yes mate i think it's ime for u to change the psu i suggest u get a good 350 watter. I got a 350 antec and loving it every day it was also considerably heavier then my old mercury 300w.I take it means quality.
