I recently ordered some chipset heatsinks from the classies here. My question is are the chips with the red arrows where I want to stick them on this card? Or since there already sems to be a sink circled in blue does it mean I do not need them?

The components those arrows point to don't need any heatsinks.

But of course, overcompensating their cooling won't hurt either.

maybe hes thinking of the ram? which is already under the giant heatsink/fan

Those are the voltage regulation modules. And they do get really hot, so heatsinks would definitely help.
