Ok i am building a new computer and here is my situation.

I will be getting a kt266a 1800xp with the
epox 8kha+ . I will be running either a 300watt aopen or 431 enermax with this mobo. I am also running 3 80mm and 2 92mm fans. 2 HDD 2 CD roms, Geforce 3 .
I want to overclock this mofo as much as i can. I did some experimenting with my old slot a 1000mhz and ran all the fans listed with the enermax 431 and the 5v rail varied from 4.79-4.95 on this board. When i ran the enermax431 i was only running 1 HDD and all the fans listed witht the slot a 1000mhz. Now I installed my older psu the aopen 300watt psu and now i am running 2 hdds 2 cdroms geforce 3 , and no case fans. I opened programs and ran unreal Tournament in the background in a windows and played while i watched the 5v move. It stayed at 4.92 and dipped to 4.89 when under load.
I heard that the 431 enermax with the epox 8kha+ has issues and is unstable. The weird thing is that the enermax 431 was always moving from 4.79 to 4.95 the whole time , While the 300watt stayed at 4.92 -4.80v
I heard the antec 400 watt is the best stable psu out is it?

I am actually wondering if with that big ass PSU, you are actually pulling enough on 5V to pull it into it's stable region. I mean, what uses 5V these days, hdds do still, but are getting increasingly light on the power, and that might be all that was really using it much. I figure you might be looking at the wrong voltage there :) Try using something that gets all the drives going. If you can get a harddrive tester that will run the hdd continuously to give a fairly even load, then check if using other drives gives you poor stabilty after the 5v is decently loaded, then you might have some problems if they do, if you can load it well and under additional load it's stable, then it's probably nothing much to worry about.

Roadwarrior, actually the CPU draws alot of power off of the 5v line.

You need a more powerful powersupply

if i were you i'd just go get your self a 200 or 240 watt powersupply dedicated espiecally for your fans.
