wrong keyboard characters

I have been having this problem since I got my new laptop and I couldnt find anything in the control panel to change it, or anything about it on the internet. Some of the keys on my keyboard give the wrong character when you push it
example: when I push the question mark key this is what I get É
It only happens for the punctuation keys next to the enter key.
I checked the task manager and noticed a program called FKC (function key controller) and found it, but when I run it nothing opens. I think this may have something to do with it but I cant find any information on it. Thanks to anyone who can help me out with this.
 
i think you have your windows regional setting set to canadian multilingual standard (which i happen to be using) instead of US standard. you can change that in your control panel/regional&language options.
