My father has a prescott 530 inside a case without much airflow. He plans to use this computer for a home entertainment system so he wants to cool it as quietly as possible. So the goal is to put together a QUIET WC system that has just enough beef to cool this 530 @ stock. Looking for less then $200.00.

You don't need watercooling for a 530 running at default speed. Just get a super quiet copper Zalman 7700.
 
Yeah, you could just do a super quiet air cooler and put a super quiet exhaust fan on the back. It would be a lot cheaper. You could certainly do a water setup, but it just doesn't seem needed to me.
