i think it gives fluid more time in the core to cool. maybe?:)

less restrictive dual 2 pass instead of a single 4 pass

no, I don't think so

looking at the bottom of it, it seems to be divided 2/3 - 1/3

my guess would be that the heater control circuit has 2 on-off vacuum operated dash pots with a selector switch

sw1 on, sw2 off; low heating through 1/3 of the unit
sw1 off, sw2 on; medium heating through 2/3 of the unit
sw1 on, sw2 on; max heat - both sides flowing

the flow resistance through the 2 circuits will not be equal
not a good choice (but an interesting exercise)
