ordered a swifttech storm, does it come with mounting hardware?

If it's going on the proc in your sig, you should be fine.

I'm guessing the AM2 Hold-down is for those mounting a Storm onto an AM2 processor.
 
nah, its going onto a socket 775 conroe duo.

I know the holes are there on the hold down bracket. Im only curious about the screws, bolts, springs, all that jazz that actually holds it to the mobo.

Everything that is needed to mount the block on LGA775 is in the box. Screws springs all that jazz. The AM2 hold down plate is a new top plate with mounting holes for the AM2 socket. You don't need it unless you are mounting on an AM2 socket.
