I read a thread about this on another forum and decided to check if this was happening to my card.
Does the pic below not show my x16 card running at x1 ?

If not, how can I tell what speed it is running at?

Yes it does state it is runnin gat 1x. Mine says 16x.

Make sure its got enough power. nVidia cards will run super-slow if they don't get enough juice (if this is the case, when 3DM06 starts running, your first thought should be "WTF? Why is this running so slowly?").
Whats up with you're vcore? Your load numbers are significantly lower than your idle numbers, which are also significantly lower than your settings. Bad sign...what's your hardware setup?

This can be a problem with the P5B boards for a fact (possibly others).

Im having a similar problem with a MSI motherboard. 7950GT only running in 8x mode.

Well, I corrected the problem by changing my pci to 110 mhz, but my 3DMark Score didnt improve at all.
I also just added my system specs to my signature.
