Ok, I can't figure out why the heck my new systems not booting! I checked the cpu and it's not chipped, checked the video card, cleared cmos. Everything starts up but no video. Anyone have any ideas?

what else do you have in the system? take everything that is unnecessary at the moment out and just leave in your ram (which you should also try re-sitting), cpu, and video card and see if it starts up.

Tried that already. Doctor, can you or someone else that has the shuttle ak31.ver3.1 what the beeping codes means or where i can find them? I boot it up...nothing. After a few reboots i get a long beep then stop then another long beep and it goes on and on. It only happens when my cdrom, hdd, and floppy drives are in though. Does this mean that atleast my cpu isn't dead? That's the worst that could happen.

Here are the beep codes while you wait for a Doctor.

You might want to double check the ram and make sure it is seated. DDR takes a little more pressure to seat properly and just the fact that the clips engage does not mean it is seated like I found out when setting up my system.

If your floppy's ribbon in the correct way? Having it backwards or one of the connections upside down can hose your system. And are the HHD and CD-ROM master/slave settings right?
This is all stuff you prob checked all ready but it's worth a shot

Did you check to see if the video card is in all of the way?
Sometimes the card mounting on cases can prevent the videocard from seating properly. Check to see case is causeing the card to mount crooked.
