I just bought a Visiontech g-force 3 ti 200, and seein as how i dont know much about video cards I was wondering how do I know when enough is enough when overclocking it?

when you got to high there will be wierd things appearing in the graphics, calle artifacts, like triangles and other things that shoiuldnt be there...a good test of this is 3dmark2001, just ruin the benchmark and clock down if you see artifacts....

where the memory is responsable colors use to be rendered improperly using too high frequencies. things like fog and reflections will give you the limit for the memory.

If you can find it download Artifact tester. Run it and if you get any artifacts then back it down just a little and rerun it til there is no artifacts.
