How to uninstall a driver?

I have a belkin wireless card that is acting up but i cant seem to uninstall it full from the system. If i use the belkin uninstall or from the control panel uninstall it just takes out the utilities but not the drivers. I know this because if i plug my card in it says new hardware found and if i click search it will find the driver. How would I full uninstall the drivers? The wireless setup says unable to communicate with device driver so that is why I want to reinstall the card clean.
 
I wouldn't think windows xp would have drivers built in for a wireless card.
