Start/ All programs. . . not working?? plz help

Winfows xp: Ok just tryed to get to the ati controle centre to disable my second monitor and finding out it wont open so i install the new ati drivers to try and solve this and restarted my system. Still i cant get to the controle centre by clicking on the desktop icon so i try Start, and then the All programs tab but the all programs button wont load and wont let me click it. Any one know why this is happning?

Just to add all other buttons on the start menu work just not the All programs button, and even when i but the start menu into classic mode the start menu wont load at all.

Start | Run | Type regsvr32 /i shell32.dll, and click OK | Restart your PC.

Do you have .NET 1.1 w/ SP1 installed?

yeah it was workin the other day but tryed it yesterday and today and it aint workin now

Remove the Control Center using Add or Remove Programs, then run the Windows Installer CleanUp Utility...

... and then reinstall the Control Center.
