Nope. DX9 and DX10 coexist in Vista. Vista comes with DX10 installed, but if you want to use DX9 programs, you will need to install DX9 from the microsoft website. Here is the link, just validate as genuine Vista, and then download the runtime and run it. This will be the most efficient and correct way so that you don't have any conflicts.
