Usb booting help

hey guys, i downloaded the hp usb disk storage format tool, but it wont make a bootable usb drive. can anyone help me with this? it used to work before but i think i need some files? i have the HPUSBFW_BOOTFILES but when i tell the program to use that on the usb disk i see no files/programs on the disk when its installed. please somebody help me with this. if this doesnt work can someone atleast give me a link to a program that makes a cd bootable
