See Sig for specs, am I wrong for thinking I can run the memory at 1066mhz without OC'ing the cpu? by using unliked mode?? Or will I HAVE to OC the cpu to get the memory to 1066 with 1.1 divider?

You would need a 533MHz FSB to have 1066 MHz on the memory in a 1:1 ratio. hances are that won't happen ;) so yes you'll need to use an up-divider to get the Ram to its rated speed.

Yes, you can as long you have divider that will ran memory that high and if your mobo will like it.

On my p5b stock e6400 fsb 266, highest divder allows for 1067.

So far, my IN9 will run the CPU stock and the memory set unlinked and manually to 1066mhz. Just make sure you have the Vdimm set to 2.2v for that memory. I would suggest a fan on the memory and ABIT also suggests a fan on the NB portion of the heat pipe.
