Okay its a old school 2d fighter game. It had a medusa lady as one of the 1st opponents and I remember a magician that had some magic like "rain of fire" I remember you could buy weapons and such to upgrade your guy.

lol ty it is hippodrome, really old skool, but i wasted tons of money on it when i was a kid. I couldnt remember the name for years, thanks.
