Well, they started shipping this stuff a while back again, and while I'm not sure when, or if others have tried this, but I eventually got it to work, after a little coaxing. Did the following:

First applied the tape by itself, no go.

Placed one of the little black foam pads on top of the tape and still didn't get enough contact to successfully set all multipliers, though I think some did work, but system did not POST.

Removed tape and applied a small layer of window defroster repair kit on top of all of the gold "dots" of the L1 bridges. Gained access to some but not all multipliers.

Added foam pad on top of tape + defrost repair and now can change my multipliers at will.

On a side note, I simply apply the defrost repair fluid across all 5 "dots" in a long row with a toothpick. I then take my pocketknife and gently scrape the dried fluid away between the "dots" such that once I am done scraping, none of the "dots" are shorted to the "dot" beside it. The repair fluid dries very fast, in seconds, so applying it in tiny amounts while taking the care to not short them is hard.

I am using an Athlon XP 1600+ week 38 chip in a Shuttle AK31 rev 3.1 board, 1575MHz at 1.85V, 150MHz bus with CAS2 DDR settings. Watercooled CPU to around 37C and paired the board with a 425W PC Power and Cooling PSU. CPU does not boot at 1575 with 1.80V, and now that I have the multiplier unlocked, I intend to push 2.1V or so into the CPU with the solderless voltage mod that's available for this board.
