Just to clarify, if Newegg really wanted to they could open this up to all 50 states. The issue is that some states, like New York, have laws that require certain things - such as 3rd party oversight, bonding, etc. So the hassle and expense involved can make it too much of a burden, and the organizer of the giveaway will just make residents of those states ineligible rather than jump through the hoops.

So both the state and company are to blame.
