I have 4 X 512 DDR2 OCZ Gold PC6400 (OCZ2G8001GK) and Iam giving them 2.1 volts right now. I would like to push them a little bit harder, but not sure how much more power they can handle. One more thing, my in CPUZ mit says that my memory is running at 400MHz shouldn't they be running at 800MHz.

Thats correct its 400 in CPUZ

It works out to be 400 x 2 = 800

Like 266 x 4 = 1066 for the cpu

2.1 or 2.2 volts is about right for DDR2

You can try to push them a bit more, or maybe lower the times up to you.

ddr2-800 does not run at 800mhz. it runs at 400mhz, but since it does 2 'operations' per clock, they rate it as ddr2-800. just like regular ddr-400 doesn't run at 400mhz, but at 200mhz.
