question about thermal compound (yes, another one)

ok i haven't gotten a new heatsink yet but i may as well ask now and get it out of the way. i am planning on getting a tube of arctic silver with my thermalright SK6...when replacing the heatsink what is the best way that i should go about cleaning off the old goopy thermal crap off of the cpu? and when reapplying the arctic silver, do i just put the compound on the area that touches the heatsink or what? how much should i put on there?
