Going to be putting together a new computer soon and I'm looking for the best 2GB (2 x 1GB) DDR2 800 memory I can find for around $150.

I've heard D9 is important for getting loose timings. Is this G.Skill a good choice? G.Skill 4-4-4-12 Model: F2-6400PHU2-2GBHZ

I'm going to have a E6600 CPU with a good heatsink for overclocking. Do I need to get faster memory for getting a max 1:1 overclock, or will this be sufficient? Any information would be nice. Thanks!

There are lots of good deal around and that is one of them.

They should be great for what you're planning.
