I've noticed whenever someone speaks about video cards they always talk about overclocking it with a number like: 195/195. What does this mean?

When you see numbers like 195/195 that is the CORE and MEMORY


When you see something like 195/195 ddr remember DDR means Double data rate for the memory so you now have 195(core mhz) and 390 memory(195x2=390)

Core/Memory

The default for my G3Ti500 is 240/500. I had it overclocked to
265(core)/602(memory). Similar to your computer mainboard. The core(GPU) would be your processor and the memory....is the RAM (memory) ;)

Thats because up in Maine it take your brain stem longer to decipher information due to the ambient hostile tempature.

In Florida (where I am) Your brain deciphers the information faster, but sometimes the information is corrupted by the overclocked factor of the sun.
