I don't really know anything about cooling but couldn't you one of those mini fridges or freezers, theyre like $200 and with some modificaion (drilling mobo to side, cutting holes for psu/ps2/vga connectors) you could have a pretty nice cooling system.

Only problem I can see is that there could be condensation on parts.

Is it possible?

Yep. It's been done by a few intrepid souls over the last couple of years.

You can just put your radiator in the fridge (in an antifreeze bath)
and your computer on the desktop. You have to insulate the heck out of the water lines though. Condensation and all...

You need to make sure the freezer can take the heatload. A lot of domestic freezers have a very low max heat load, if you overload them they will be unable to remove the heat and will overheat and die. You may need to have a big fan blowing at the back of the freezer to help cool the condenser coils.

I have just such a system running. Been going for about a week and cost me less than the cheapest HSF. Paid £5 ($6.50)for the fridge. Playing with various solutions but have 2m of copper tube looped thru a bath of antifreeze in the freezer part. The coolant goes from res (10l) to w/b to freezer back to res. It is a 100w fridge and with 6l coolant the coolant was gaining about 1C per hour. I am trying with 10l now to see if it can hold constant. Coolant is normally between -6C to 0C.
