What's the difference with the NVidia Quattro chip and the other graphic cards, and why is it so expensive ?

Quadro is for professional Graphics editing, its basically a normal nvidia card with some features enabled in the hardware....

Can't we enable these features ourself on a cheaper board, like the GF2 MX400 64MB ?

yes its been done, in fact, guru 3d has a software hack to do it, but gaming does not increaseso not many people have tried it...
