That's right, I see the full memory amount on boot, but when i go into windows and right click my computer and click properties and look under the "General" tab it shows 2.50gb of ram....
CPU-Z shows the full amount of ram (DDR2 4096 Mbytes) Dual channel
the clocks are 5-5-5-15 2T (set it at 1:1 in bios but cpu-z shows 1:2)

Oh man.... People might hate me for this, but I found the solution on a site that many people here hate: http://www.hardforum.com/showthread.php?t=1200809
Apparently windows XP links the video card ram and the system ram together, and can only have a total of 4gb of ram...
Meaning if you have 4gigs of system ram and no gfx card, your windows will see all 4 gb, if you have 4 gigs and a videocard with 768megs you will only be able to see 3.25....
And in my case, if you have 4gigs of ram and 2 768meg videocards then you will only be able to see 2.5gigs of ram, and there seems to be no way around it except:
-switch to vista
-switch to 64bit XP
-switch to linux 32bit or 64bit

Some motherboards have a 'memory remap' option which remaps the reserved video card memory to even higher addresses and allows it to be accessed by the OS again.
