I currently use a 74gb Raptor with 8mb cache as my system drive. Would a 7200rpm drive with 16mb cache outperform it?

Right. The extra 2800RPM will make the difference here. Cache does not make a huge impact as compared to the speed the hard drive spins.

My guess is that the 16mb might make certain things a little more snappy (like browsing websites you've already visited, scrolling through photos, etc.) Basically anything that is already stored (at least partically) in the cache will come up faster. But 16mb is a very small difference over 8mb. . . .

Like everyone else said, I think the difference in spin speed will definitely show more tangible results, especially when accessing a lot of data at once.
