PeerGuardian2 & lol blocks

Those of you who p2p probably know Peerguardian2. Well i was looking at the blocked connections and some of them are LOL. like people who use their connection at work to d/l. heres some of them

Saudi Arabian Oil Company
Military Medical Academy
Frankfort Plant Board
Dell Computer Corporation

I get Chinese groups all the time.. the stranger ones are things like Macedonian Transit authority, US Army/Barracks, and Bulgarian Government Network hits and the like though.

lol ya i've come across weird military or oil company IPs before

....but seriously...why?
