I don't know why I get these symbols Ä Ç á ë ï when I use shift+ quotation marks.. In order for me to use quotation marks properly I have to Shift+QM ( this is where they appear invisible for some reason... ) and then I have to hit space bar ( then it appears on screen ) then I can continue to type then I have to hit Shift+QM, space bar again to end it... how can I revert this back to normal where it would appear instantly with Shift+QM ?

You're probably using the US-International keyboard layout, which is provided to facilitate typing special characters like ä. This can be turned off in Control Panel | Regional and Language Options | Languages | Details | Settings.
