When I load Outlook 2003, Word 2003 loads in safe mode

Any ideas of how this could happen?

It mostly happens when you first log into windows (restart or log on/off)

But not as much when you are closing outlook and reopening it.

If it doesn't load in safe mode, you can look in task manager, and winword.exe loads when you start outlook.

Make sure you can view "Hidden Files and Folders" and do an advanced search (searching hidden files and folder and system folders) for Normal.dot. You should find it under C:\Documents and Settings\currentusername\Application Data\Microsoft\Templates. You'll also find a shortcut to it and possibly a tempfile. Rename Normal.dot to something like notNormal.dot or abNormal.dot. Reboot (since you say it usually only happens after a reboot) and try Outlook.

If it's still starting in Safe mode and you had certain settings you want back, delete the new Normal.dot and rename the old one back (with Word closed).
