There are 4 logins on this PC.

I want to limit 1 person to 1 hour per day.

Is there any software that will allow this?

If you have a router, you could make private IPs for each of the logins and use the QoS in your router to configure how long they can use the internet for.
 
You have to go into each of the logins and assign a static IP address for each login (a different one per account) via the windows networking setup. Then you have to log into your router and configure the time table.

QoS stands for quality of service, it is an option in your router that allows you to set things like time usage and traffic levels. Post back if you need more help.
