On the front of overclockers.com there are articles all about Peltiers perhaps these are worth a read
http://www.overclockers.com/topiclist/index21.asp#PELTIERS
It can be desribed in a paragraph here it goes:
Peltiers is a pad, containing two sides: a hot side and a very cold side. You will put the cold side on the CPU and the cooler you cool the hot side the cooler the cool side will get.
Although there's a risk of condensation involved with peltiers and you might have to buy a new PSU if you want to utilize it since there are some which are very powerful 172 watts. Although peltiers shouldn't be used with air cooling mainly water cooling and you'll see some extreme results of near 0 Celius.

A peltier is a ceramic pda that contains a medium that when charged, it has one VERY COLD side and one VERY HOT side. Personally, i would stack them out of the case and into a fridge, but i dont have any .

Project Condensation is a project where we are going to cool a Pentium 4 system without any waterproofing materials present on electrical components.
