Download Managing Program

Hey all, I'm tyring to DL a large file but can only do so a small portion at a time and at slow speeds. There is a cafe which allows internet access but you can hardly ever get the same computer twice. Is there a program that I can download and install and run from a jump drive that will save progress on the jump drive and the settings as well? Freedownload Manager lets you export and import settings but I tried importing them and continue a download and it wouldn't resume, it just started over again.

Any help would be appreciated

*edit* and you have to be able to install the program without admin rights....*sigh* this is gonna be hard I think.
