Is Alpha Cyanoacrylate as strong as Epoxy?

Depends how it's applied, it's very strong if the surfaces match well (fit tightly...like two lapped surfaces) and are clean. It might match the strength of clear epoxies, I doubt it would beat jbweld or aroldite.
Be warned though, some brands are not waterproof.
Most of them will put a nasty white fog on plastics and paint.

Do you think it can hold a ramsink to the ram? Or maybe a vga cooler to a gpu?

Sure, alot of people do it that way if they don't want to pony up for AS epoxy.

Put a drop on two opposite corners, fill what's left with goop (leaving a gap for expansion) press together...done

If you put the goop on very thin it will work/bond better.


<edit> easier to do if you apply goop to the sink thinly. Wipe off two opposite corners well, then apply glue to the bare spots.

Cyanoacrylate adhesives tend to be quite brittle. This isn't an issue for ramsinks etc. as it means you can snap them off easily, but it can be an issue for other applications. In comparison a good metal epoxy like jbweld or similar is very hard to break once cured.
