Do i want my fans to be blowing air towards my heatsink or sucking air away from my heatsink, and do i want fans to blow air out fo my case or suck air into my case?

Try it both ways and see what works better. if the heatsink manufacturer says which way, do what they say.
Most heatsinks are designed to be blown at while there are a few that are designed to have the fan suck from the heatsink.
For the case try to have fans sucking in in the front and blowing out the back. I like to have a little of positive presure so I have more air sucking in than blowing out. this helps keep dust out. I also have a filter on my intake fans. hope this helps.

So far, it seems the general rule of thumb is usually toward the heat sink unless you are using fan adapters.
For example, I just set up a Vantec CCK-6027D with a 92mm to 60mm adapter. It dropped 4 degrees when I changed the direction to suck air away from the heat sink.
