Is AS2 electrically conductive? Would it be okay if some fell on the legs of the gpu? Is arctic alumina electrically conductive?

Arctic Silver is not conductive but it is capacitive. You should clean it off the legs of your GPU. It should not hurt the GPU but it may cause it to malfunction.

Arctic Alumina in neither conductive or capacitive.

I do believe meaning lets say you put artic silver on your core and your razor blade slips off the core and the artic silver goes into the little spaces between the ram.

The Artic Silver will work as a link so it'll misfunction things put if you clean it out right it should be fine.
