I have been thinking should i get a stick of pc150 cl-3 and run it at 133 which would make it class 2, or would this not work?

It's possible it will run at CAS2 at 133MHz and even probable. You should be able to find PC150 CAS2 at the same price though. SDRAM prices have pretty much bottomed out since DDR became commonplace.

Changing the FSB won't change the Latency, there seperate.

Most Crucial 133 will do 150@Cas2, but you should easily be able to find PC166Mem now.
