my asus P5N stays around 47c ~ 52c is this ok?

my CPU's RPM is very low 1400rpm ( i did this because of noise issue )

My cousin is facing a strange problem with his motherboard- Intel (I will post the details later.) He was advised to increase RAM to speed up the PC which he did to no avail. But soon after the guys are telling him it is the problem with the motherboard. And finally the motherboard caved in and the technician has advised him to replace it. Transformer, rectifier and BIO are responding just fine. BTW, he doesn't use an UPS (almost essential here). Another problem is, the machine is under warranty and the dealer is holding cousin responsible for failing to use UPS. Is he right?
