can it be done with system setup

this is my system setup im a noob so bare with me

evga 680i se sli mother board
evga 8800 gts superclocked video card
mushkin ddr2 800 in dual channel
intel e6750 2.66ghz
fsp power suply 400wat


what do you think my chances are of geting a good clock speed on my cpu. I see people here that have 3.75ghz, i want something around that speed. I dont want to water cool and i dont know if any of those other people were water cooling or not. I am also going to get a Tuniq Tower 120 P4 & K8 CPU Cooler http://www.newegg.com/Product/Product.asp?item=N82E16835154001

get a better PSU first off. then you mught be able to get some nice clocks. you might not have enough power to juice that system up.
