Help with OC on P4c800-e dlx / P4 EE / 1000 W/ H2o Cool

Hey people.. Here is what i got:

Asus p4c800-E deluxe (1023 bios)

Ok i think uget the jist.. just incase here are pics (before i changed the Video card and Ram (had ocz 4x512 pc3200 enhanced)

Anyway, i have OC'd this beast the past few months.. but waiting for my OCZ DDR booster (which i thought was my limiting factor) i never got to push it stable over 214 (w/ 2.5 3 2 6 timings)..

So i installed the DDR Booster but cine the OCZ psyu lacks a-5 rail, no display and i couldnt tell wtf the volts were, so i took it out.. but when ihad it in i messed with it and couldnt get the OC any higher..

So right now im at 205FSB.. Timings are 2 3 3 5 right now. It CANT be the PSU limiting me, FFS i have 1000 WATTS!!! The ram isnt running even close to its rated speed.. Could the CPU be limiting me? It NEVER gets hotter then 38-42c (about 100F).. Under load never goes past 115-118F.

Also i noticed (acording to Asus probe) the following Voltages:

+12 (12.038-12.099)
+5 (4.919-4.972)
+3.3V (3.212-3.248) << Low???

I need assistance and thoughts on this machine.. I want to get it to my target 220FSB (3.90Ghz)

I have tried pushing the ram to 5:4, timings down to 3-4-4-8.. but it justwont stay stable at 220...

That would be my guess...nothing else seems to be near its upper limits.

Hitting 3.9GHz with a S478 proc is no easy feat, even with WC.
 
See the funky thing is i hear about people running the p4c800-e at 250FSB, and i ask myself HOW IS THAT POSSIBLE?? THere doing it on Air COoling too! Ps a standard p4 or celeron THAT much more OCable then an EE (which runs MUCH cooler).. I had a p4 prescott and that thing was hot enuff to fry an egg!
