After putting up with it for a while I'll be trying to RMA this drive soon. I'd like to know if anyone else has seen this or not.

There really seems to be nothing else wrong with the drive. I need to drag the rest of my stuff off of it before I pull it out for the serial, should only take a few more weeks...
I tested a 6gig 1.8" drive this morning with higher speed than this.

Of course I've tried changing cables but that makes no difference. It's not giving corrupt data, it's just slow.
And the reason I say "try" to RMA is that the diagnostic tools crash a few % into their tests. No errors, just a freeze.

Good Lord, what kind of drive is that? I wonder if something basic is misconfigured in your machine. It's not trying to operate the drive in PIO 1 mode or something like that, is it?

Come to think of it, it looks like your burst speed and sustained speed are the same. I don't know what that means, but it would at least imply that maybe something in the drive interface is limiting it to such a slow speed.
