The best source of info is in the cpu data, look for link on main page.

There is no safest speed, the safest speed has to meet some standings such as stablity, and a good temperature.

One thing I add first your ram may hold you back abit but I'm not sure because my PC100 ram did 124fsb before.

Your Celeron is a 100fsb so that is what your ram is running at now.

Therefore you take a look in your bios for a user define option to up the FSB(Front Side Bus) make sure in user define the multiplier is "8" because thats your multiplier for your chip which is locked thus not being changed.

Then you up the FSB so like from 100x8 which is your current speed. So you turn fsb to 105x8 thats 840mhz.

Your vcore is how much v does your core get. So your cpu maybe become unstable thats when you up the vcore LITTLE BY LITTLE.

Make sure you get a resonable heatsink and fan preferably from the Socket A/370 Recommendations from the main overclockers.com page it gives you a list and their c/w.

And get motherboard monitor to monitor your temperatures.

I suggest you reading the beginners guide too really worth a time.
