Thanks Mr Thompson for the warm welcome. :) Well the cold plate is used to spread the coldness from whole surface of the peltier's cold side. I insulated my board with silicone and then I've spreaded a second layer of silicone grease over the area of the motherboard near the socket. I squeezed a piece of neoprene around the socket and also behind the motherboard. You also need to insulate the socket.

Woohoo a remount gave me 19C full load at 1780, 2.19v. Also I've found a second-hand power supply that can give 24V-20V, 64A!! And its only $US80+! If this rig proves to be stable and problem free, then I'll grab that power supply and try a higher voltage than 18V. Should give me better temops since I'm pretty sure my hot side is handled well.
