I generally don't advise doing a BIOS upgrade unless you have a reason to, like it fixes a bug or adds additional support that you desire. Usually you have to put some installation files and the BIOS upgrade file on a bootable floppy to flash a BIOS. Adding a case fan or two does help air ciculation in the case. You want to move fresh air in (usually from the front) and exhaust hot air (usually out the back).

Bios updates can increase the features or fix problems with an older bios... it typically doesn't help in overclocking unless a bios doesn't recognize the CPU and an update corrdcts the problem...

Yes, a case fan would help only to lower the temps within the case so more air is available to circulate/cool the processor...
If you only have the one fan try to put it on the upper back and have it blowing air out of the case (we refer to this as an exhaust fan). There's more hot air that needs to escape, and the fan will pull some cool air from the front as it pulls the hot air out, so circulation will increase and help in your overclock.

If your temps are low enough, you might be able to add more voltage and increase the speed of your chip. We can be of assistance there ;).

You say you want to OC safely. Right now you're at 124FSB, so if you want to go higher (like me) you'll need a 1/4 PCI divider. I dunno your board but if a new BIOS gets you a 1/4 divider; by all means try it. If she already has a 1/4 divider and everything is working just fine you have no appearant reason to flash a new BIOS.
There is a newer BIOS out for my BE6-II board, but my current BIOS has full coppermine support and all works well. The new BIOS has official support for the new 100FSB Celerons but I dunno what that's gonna do for me, maybe she won't boot at 133FSB or higher anymore or other things like that...

Aopen is forever putting out new BIOS' to fix things they didn't think of. Upgrading to the latest BIOS is always a good idea when you're dealing with Aopen products. You should be able to hit 1Ghz stable.
