I'm wondering if there is any way to test C1E enabled stability testing other than time.

Is C1E stable while overclocking? Well, that depends on a lot of factors.
Does it work for you? You'll have to test that. ;)

Well, considering that C1E stops the clock when the processor is not being used. It won't exactly work to use P95 to test system stability when C1E is enabled.

The only way you will know is to try it. :D
I'm wondering if there is any way to test for stability when C1E is enabled since it is only active when the processor is idle.Fixed ;)

Well I'm not sure exactly what you are asking but here are my 2 cents.
I just enabled C1E and SpeedStep is disabled.
I'm running 450x7 on my Q6600 with a CPU-Z vCore of 1.376-1.384. With C1E disabled I'm at a multiplier of 7 all the time and with it enabled it goes down to 6 when it's idle. I think this is good as my FSB stays the same (1800) and vCore doesn't get affected so neither does stability.
It just lowers temps and power consumption a little bit I guess. So far I don't see why it's a bad idea to not have it enabled.
