It's probably because of an issue with the AGP driver.
Also, did you change the video card without reformatting and reinstalling Windows?

Is this limited to CoD4 or are all 3D apps taking a big hit?

well theres ur problem
if all ur 3dapps are pumpin out measily fps it might be a bad driver, dl driver cleaner pro (google it) install. Then go to add or remove programs, and uninstall the nvidia drivers, restart into safemode, use driver cleaner pro to clean up all nvidia stuff then boot back up install the latest drivers for the gtx and vista, then reboot.
Also update all other drivers... chipset, ect.

I run @ 1680x1050 2x AA everything as high as it will go and I get around an avg of 80FPS with the rig in my sig. Could just be a vista bug.
I'm gettin 50+fps at the same settings as above. Somethin' aint right.

Done the driver cleaner etc, and latest drivers seem to be the same, what drivers are you guys uing with the game?
169.04's here. Check out your settings and make sure you aren't forcing 16xAA and 16Xaniso. Some games just can't run that well with those options maxed out.

It's probably just Vista. I went from never dipping below 60fps in a maxed out BF2 to never getting above 20fps in a near empty server. Bioshock ran in the 10's even in dx9 mode, half-life games were in the 20s and 30s and trying to run serious sam 2 was begging for a crash. Switched back to XP and bioshock is in the 40s, half-life games are staying above 100fps, and serious sam 2 was stable as a rock with a decent fps.
The vista performance hit is not a myth, it's not logical in where or when it happens, and it has nothing to do with how good your computer is.

Yep I chalk it up to Vista. Friend of mine is running vista and can barely get playable frame rates out of HGL. I am running XP and I get 75+ at the same settings and we have almost identical comps. Save vid card but my CPU is a bit faster.

Well, those figures are from when I had a q6600 and an 8800gts 640mb.
