Effective but quiet fan

I was just wondering if there was such thing as an effective (6800rpm) but quiet heatsink and fan combo for a Socket A AMD Athlon 1.133? If so, can anyone recommend a good one and also the approximate price in Australian Dollars? Thanks.

effective + quiet / fits on socket a heatsink = not possible
effective = delta 50 60mm fan
quiet + panaflow H1A 80mm fan
fits on socket A heatsink = mostly 60mm, a few 80mm's

The most silent & effective HSF combination would be to use a larger fan mounted on the case with a duct to direct the airflow onto the HS sans the Fan.
