I have a top of the line comp. Q6600 overclocked to 3.4, 4 gigs of 1066mhz ram, a geforce ultra 8800 and the game still doesn't perform well on max settings. Due to the fact the EQ2 was was built for technology that never got developed. uber fast high speed single proccessors, not anticipating everything moving to multi-processors.

To this date the game still only takes advantage of one processor and stresses the cpu and memory with more tasks that should be on the graphics card...

Is there any settings I can tweak outside of the game that would help me get better framerate on Vista?

It may simply be Vista. By chance is there an option to change shadow quality from complex to simple? I know Silkroad Online isn't the same game, but complex shadows in that game brought my x1900xtx to it's knees....i turned them to simple and i gained 60 ~ 100fps.

I am attempting to gain better EQ2 play as well. However I just purchased a single core P4 chip at 3.4ghx (the 641). I intend to run xp sp3, with 4gb ram. And probably an ATI card.

You've got 3 things going against you.

1. Dual Core.. EQ2 doesn't use dual core. you're using 1/2 your CPU

2. The 8800 has known issues with eq2. Older cards work just as well since EQ2 engine does it all on the CPU. Very little use of the Vid Card

3. EQ2 has issues with vista.
